Well, technologically it is possible to transfer almost impossible That doesn't mean they will do it. They will hold it for a few days. At scale, it will add some money to twitter coffers(if they are successful that is)

As an Indian, I can tell you that we pretty much use the exact same sites as India. We are well versed in English, so for every use case you can think of, we use usual American sites. For Newspapers, we use India specific sites like hindu.c
