Guess I'm getting old. C used to be the language for game development. I learned it from the book "Programming Linux Games" by Loki Software (remember them?).

The "real" author was a contractor--it's common to see app development contracted out on UpWork. I wouldn't read much into the wording since he's not a native English speaker.

Desalination is not economical for agriculture. Crops like pomegranates, grapes, etc requires large amounts of cheap water.

It's a way to be cheap. And honestly hiring through Upwork is a terrible idea.

Every job I've had wanted to work me to the bone. I'd violate my personal ethics for stress-free work that'd pay my mortgage.

The way to do remote is contract work. If the contract works out they can offer to hire. I've never successfully landed a fulltime remote job besides contract work.
