This problem 20 yrs ago might be worth attempting to solve. Not sure it is worth the complexity and effort. Having said that the thinking & creativity could be reused. Not sure it is a complexity that we solve every day.

When we say documentation, it depends on what kind of documentation it is. IMHO Markdown is perfectly alright for API documentation. But are there better tools for that? I'm finding Sphinx is an overkill.

The formatting & style could be automated via IDE configurations, so that when the code is submitted for review it is already clean. This will make reviewer to focus on the design/logic instead of formatting.
