A desktop app on Windows either uses WPF or WinForms. In either case F# doesn't stop at all. In fact I would say that building WPF desktop on F# is more intuitive than C#.

The only thing expensive in Stockholm is rentals & that too in or around the City. If you're willing to live 20-25 minutes from City, the cost isn't much different than Malmo or Göteborg.
