The other side to this is that higher numbers give them the benefits of scale. Ordering 1000 rather than 100 of a particular part allows you much cheaper prices. Which means higher chance of success. Having to deal with a few million dollar

Often people say "Don't roll your own security" but the reality is that developers aren't trying to roll their own. They are trying to solve a problem, and if a quick google doesn't turn up a good library then they'll try and figure it out.

Most software is built by people being employed by someone who has enough money to pay for them to build whatever they want. If that person with the money wants to build a shitty ripoff then a shitty ripoff is being built.
