Both links end up at the same place. It seems DW basically replaced a whole article with another one.

There's no emergency CB system in Germany <facepalm> You have to install the app (which might not work anyway - of my colleagues who had it installed, at least one got no warning).

Correction to the article: the annual test day will be the second Thursday in September, not always the tenth. I don't understand why Cell Broadcast is not used. Surely many people don't have the app installed? I'd never hear

One of those safeguards is just having more poll observers. Of course, most of the time in functioning democracies it's going to be a lot more boring than that -- in my personal experience you just say hi to your counterparts from othe

Performance on the first non-X11 release was unbearable (compared to merely slow for the previous release). I don't know if that's been fixed -- I'm still on the old X11 release.

It's not so much a switchover as the end of a switchover. The international foot was adopted in 1959, and everything since (at least in surveying) should specify (but often does not, which is one of the reasons the survey foot needs

No, the original metric definition of US units in 1894 [0] made 1 yard = 3600/3937 metre (i.e. 1 inch = 100/3937 metre). The US survey foot is 12 of those inches. The 1 inch = 25.4 mm definition was adopted by the British Standard

Curiously, the definition of a foot is changing. Or rather, one of the two definitions of a foot (the U.S. survey foot ) is being deprecated in favor of the other (the international foot ). The two differ by about two parts per million.
