Rewrites are only done if there is plenty of money going around. During a recession many projects go in maintenance mode, so Java/C#/Javascript is a safer bet. Rust is more fun though....

I think a factor in this is that NoSql databases have nice API's that programmers can use to setup tables, do simple queries etc, which makes it much easier to get started. For RDBMS's you have to muck around with connections and
