My experience of this was that the sad music could connect to where I was, and once I had connected, I could actually slowly shift my mood by gradually changing the music (had to be gradual though). I kind of stumbled on that, and it worked

Neurofeedback therapy seems like a good candidate for that - helps train people to self-regulate/calm their brains by engineering a computer game that makes them feel good (by giving them rewards when their brain is in the right state)

Based on my experience visiting Japan and talking to both expats and expat-friendly locals there, I think the issue is more cultural than political. If you live in Japan but don't look Japanese you never really feel welcomed as a Japan
