Depends. The OpenVPN role will generate five clients, however the server is configured to allow certificate re-use, effectively unlimited (for OpenVPN at least).

Tried it today with a relative, the audio quality is significantly better, almost no stuttering. Video was very smooth as well.

They have different objectives. Streisand's goal is to circumvent censorship, so it provisions a set of different VPN protocols (OpenVPN, LT2P/IPSEC, Shadowsocks, etc...) and instructions on how to use them, where as sovereign set
