Not quite. Big-O creates an -upper bound-. It could be the upper bound of the best case, the average, or the worst case. (So, for example, one can say quicksort has worst case performance O(n^2) but an expected performance of O(n log n))

One typically uses salting to randomly generate a hash function. (so even if you know it was, say, SHA512, you have to guess the salt to reverse engineer)

Not applying filters is precisely the right thing to do; it gives developers the most flexibility in interpreting the data. Filters by definition lose data, and can only be chosen with a specific use case in mind.
