Well that's a load of shit as I haven't paid an annual dev fee and I can deploy to my Lumia 820 and 710 quite happily. I had to register the device but that was it.

Windows user here who spends a lot of the time on the command line. PuTTY is good enough. I'm actually in the process of writing a Metro terminal app which will hopefully fill the void here.
