VMWare seems to be a company that'll fit your bill. I don't work there but personally I found their APIs and documentation to be among the best in the industry. Just high quality.

Seems like the bug was in the config generator/deployer and not the service itself. So it's quite possible that things behaved normally during their dogfooding/smoke testing phase. But you're right, the config should
