Those signs have nothing to do with protecting culture. Most of the time, they are simply a naive defense against dealing with a population often doesn't speak Japanese very well.

Hard disagree. Would it be helpful? Sure. But a good boss just needs to know when to trust the judgement and opinions of his subordinates. Trouble comes when they don’t understand the work, but make decisions as if they do.

I built a small personal service to do this for Japanese. Five words + one idiom every day at 9 a.m. It's certainly not the best way to learn/study, but it is a nice passive way to stay engaged with the language.
