As a front end developer, I think it is easier and more maintainable to use styles for the appearance, and JavaScript for the behavior... That being said, I find the complexity of many designs (CSS or JS driven) more distracting to users. N

I would say that 1-3 are superior, because 4 costs more than 1 person's time. The others can be done for a group and/or redistributed. Additionally, I'd say 1 can be superior to 2 and 3, because 1 can take significantly less

So, I'm not a Uber fan, but I get the feeling this is India deflecting a couple of other underlying issues and placing blame. Sooner or later they have to face the issue head on, because scapegoating gets old.
