I think bsdetector was referring to the expected cost of committing arson. (Probability of Getting Caught) * (Expected repercussions if caught) = (Expected Cost of Crime). bsdetector was saying that it is "easy to get away with"

I was just trying to draw the exact distinction you make. Scarcity of supply leads to higher price given demand, NOT a shift in the demand curve. Perhaps I'm nitpicking, but the language used in the article suggested a misunderstanding
