Good luck with this. Community building is a tough road ahead. I much prefer these old/traditional forums to the full-on marketplaces -- and I see that you use Invision. (I'm getting nostalgic now) :-)

If you are this cost sensitive and still demand bang-for-the-buck then you really need to look at dedicated rental. Hetzner is great (not in US), and there are some budget providers in Miami. You might also look at webhostingtalk.com
