the safe file is not a valid php file? it might be executed if php is like javascript ignorning valid chars, but i doubt something actually 'looking at it' would accept it as benign or valid.

anything that could capture the traffic of another application outside of that application is likely gonna need super user privs. the ports it flows on need those to capture it, and running a program which could capture it also likely needs

just dont use latest... old oackages can be malicious, benign ones tho... they get malicious generally on 'latest'. not on old versions. maybe its better to disallow latest than use age as a metric.
