Depends on your use case. Certain parts of the app fit the bill really well. Just yesterday i put the 'dnspython' module behind a google cloud function and all it took was 5 minutes and i had a REST interface to query MX records.

Not sure why you were downvoted. I think you made an interesting point that i hadn't considered. You said it's your "pet theory" and people don't have to agree with it or provide counter facts. I would rather infer

This looks interesting. I hadn't heard of CaptainDuckDuck. Have you tried Dokku or Flynn(flynn.io)? I had looked at them and settled for Flynn because it had better support for multiple-host clusters.

Would the python3 runtime support things like ndb, taskqueue, memcache modules? We have a python2.7 standard app in production. It would be a considerable re-write if we had to move away from ndb and taskqueue.

I'd recommend you give it another try. I'm actually 3/4th through Homo Deus, while an acquaintance finished Sapiens and we talked about it. It seems there's some overlap between them. But i found a bunch of new ideas, so

Depends on what kind of web app you want to build. If you want a single page app, then React + a rest framework (like Django Rest Framework) seems to be popular. If you want a normal server rendered CRUD app, Rails or Django might be fine.
