Efficient in terms of administration. There's already a minimum wage so simply increasing it shouldn't require a lot of new bureaucracy like this would and achieve the same effect.

I have much higher trust in my VPN than my ISP, which used to make you pay more if you didn't want to be spied on (AT&T). It also stops them from sending me copyright notices which is a verifiable service.
