Scots commonly refer to this as a hot toddy, and as well as the lemon juice and honey we'll add a healthy dose of whisky. Adding pepper or cinnamon is common too.

Obviously, it doesn't explain everything from your example, but Kongregate rewards users for voting for games (1 point per rating in their levelling scheme). This will have some impact on how people vote.

That's true, however it's not really in a highly usable state. I believe it's one of their aims (although, that's been the case for a while) to remedy that situation, but you'd have a tough time using it in this way at the moment.

Data Protection wouldn't cover this. They're keeping the data securely, and you have personal access to it. Data Protection doesn't stipulate that you must be able to easily export your data to rival services, I'm afraid.
