Well to get technical there isn't a "sleep" function in flash. The best you can do is use setTimeout, which will call a function back in a specified amount of time. Everything including screen drawing, mouse interaction, effects/animations,

I think you might be thinking of locking up the browers, rather then crashing it. You can easily create a javascript program that will run a loop that will make your browser non-reactive. But this is very different the plugin actually crash
