FWIW I'd never use either on a production site. But for a quick-and-dirty internal site or to just play around with, I can't think of any reason not to use 4.

Not sure how good the developer(s) are at math. App store says $4.99 is 40% off. That would make the regular price about $8.33, which AFAIK, isn't allowed. ;)

Still working on that. It should be complete before the printed/ebook is available in January. FWIW, the code for the visualizations (but not the libraries) is neither minified nor concatenated, so you can access it directly from a web
