At the very least, FB should make a distinction between 'Everyone' and 'Public'. Where the former means everyone on Facebook and the latter means everyone on the internet.

You're not required to host your application with facebook Infact, Facebook does not host any outside applications. 'Hosting' your application on the Facebook platform can be as simple sticking it in an iframe.
