My first instinct was that it was some kind of scam, but apparently these people did some hard research into my publicly available information (LinkedIn, etc). They didn't mention their name which almost set off a red flag for me.

How exactly does one buy IP addresses? Do you have to run your own BGP instance and peer with others? Could I, for personal use by a /22 and control my own network? How much does that cost to do?

On another note, there 2FA seems to broken as well. I once received a text about resetting my Instagram account from the same number that they send me to authenticate my login session. I've never had an Instagram account.
