Different country, but similar system here. Every person gets assigned a 11 digit personal id number at birth. That id-code then gets used as a identifier. If you sign up for something, you just give them that number, and it will work as a

SHA and PIN. For online verification(banking, contracts, taxes, voting etc) you need both physical card and PIN at the same time. Otherwise it works just as any other normal ID.
