Yup, exactly this. And cautious is putting it nicely, I think. Tack on regulatory risk and you have an extremely strong headwind against any sort of major change.

My problem with Nethack was that it actually becomes too win-able, once you know the dominant strategy. There is very little variability in building a successful "ascension kit". Early game strategies can vary and some can be quit
