If you have a genesis block with a hard-coded initial allocation of tokens, to me that counts as a premine. Now I agree that you can make that premine "fair" and that there is some semantic cleaning to do.

Increasing block size is the low hanging fruit for reducing tx fees. It's a dead-simple idea. You increase the supply side of the fee market and users don't have to compete for transaction finality anymore. It has been implemented
