Yes. "OOP" is a philosophy more than specific implementation details. I've programmed "object orientedly" in any number of languages, many of those with no object orientation helping syntax, like C, assembly, Forth

It's not, or at least not always. Most of the time it's to get them to actually do their job; shitty pay, bad or nonexistent oversight, corruption (or just "bribes") in higher levels too, conditionally applied rules, etc

In either case it would prompt closer examination. If the dev goofed, then good thing it got caught. If the dev is not trustworthy, then you have evidence of such untrustworthiness.
