The simplest way I can think of is Netlify. You can drag and drop a folder to deploy it. You'll get a sort of random looking domain and HTTPS. From there you can configure your own domain and deploy from GitHub etc. if you choose, but

This isn’t correct. My family live in the countryside and they’re more than an hour drive from the nearest rail station. There are buses but only a couple a day and they take a very long time. Their situation is pretty common.

One pattern I like to use is to have a regular /events endpoint, which works for polling. The endpoint also checks the accept header though, and if it sees `text/event-stream` it'll act as an EventSource endpoint. EventSource
