You could use Sqlalchemy + alembic. This would require you to declare a schema in python. You would not be forced to use sqlalchemy in the application though.

Python. Great eco system. Beautiful code. Lists, sets and dictionaries are native data types, and list/dict comprehensions are a joy. Metaprogramming is easy.
