The only way to make them to write efficient code is to force developers to do development and testing of the software on the weak machine. At my current job we have Windows virtual machines with 4 old Xeon cores, running at 2.4Ghz and 16Gb

In my experience, unless you are working with items which can kill people (medical, military) there is no responsibility. Developers can deploy any broken build with little consequences.
