You can tell when a comment of your own is pending because the text is preceded by [pending]. You can tell when you can endorse a comment because there is link to do so. The link is currently small and gray, so it should probably be made

FWIW the way it happened was that I entered the latest changes to the pending comment code via the repl. So when the server restarted, it had the initial version of the code, which enforced pending comments sitewide instead of per thread.

Pending comments are now per thread, or more precisely per item tree, rather than sitewide. That was the original plan, and it turned out to be only a little more code. The moderator (who is not me) will turn pending comments on as needed
