If you're asking how it's setup/configured, then Valve ships "Steam Input" that can do a lot of things and one of them is translating gyro data to mouse events. Some games support gyro directly, but even then AFAIK

You can't quantize 1T model down to "flash" model speed/token price. 4bpw is about the limit of reasonable quantization, so 2-4x (fp8/16 -> 4bpw) weight size reduction. Easier to serve, sure, but maybe not offer

I think your idea of MoE is incorrect. Despite the name they're not "expert" at anything in particular, used experts change more or less on each token -- so swapping them into VRAM is not viable, they just get executed on CPU
