Dart did transpile to JS, so a WebAssembly backend for a 'web native' Flutter experience on Chrome OS is imaginable. But their app delivery platform is the Google Play infrastructure, which packages Android apps.

Testing? e.g. your main machine is Ubuntu|macos and you just want to fire up Windows 10 Edge. That said, it seems unpowered for general usage. Perhaps MS might look at officially supporting sub-$US100 SBCs such as ROCKPro64.

Check your local pawnshop. I bought a C2 Duo laptop in 2015 for $AU50 with a 3 month warranty and did the Windows 7 -> 10 upgrade. Earmuffs if you can't stand the fan noise. :)

Apache will only protect the particular implementation, viz. LLVM. It does open the door for gcc to inadvertently develop similar functionality and get sued. Not that there's, afaik, a cleanroom implementation of Swift.

DLNA handled media streaming. Nevertheless, you'd have to ask Google why they effectively killed Miracast - it was supported in Android 4.2 and 5, then mysteriously removed in Android 6. My old phone supported screen mirroring to my TV
