Shame to see gradha go - I read and enjoyed his ranty posts on macros, and he's contributed to a lot of repos. He is right that there was some breakage in libraries with 0.96 to 0.10.2 - I'm hoping that things will start to settle

Should mkdir be first (so that it short circuits if $the_dir is unset?) I haven't done anything in bash in a while but that seems to be how it works on my computer (Debian Wheezy, bash 4.2.37).

(Slight rant): HL7-all-the-things as a solution to interoperability (hey, v3 is this new fancy thing called XML!) The incentives are often backwards for hospitals to want true interoperability - this is with HIEs have been known to fail -
