I upvoted this, but just to play devil's advocate: The web app only needs to talk to the ML model through an interface, so it doesn't need to have access to ML libraries. In addition, using a non-Python-based web app will increase

Avoid frameworks and libraries whenever possible. The last time I benchmarked java.util.logging though, it lost out to log4j by a wide enough margin. Has anyone done any benchmarking lately?
