Not sure why you're dissociating ego-stroking from "smart enough to crack an encryption scheme". Ego-stroking works pretty well, and if you look at most of the cryptographers out there, they're not doing it for the money.

I found the actual paper on the issue much more appropriate in tone than the tech blog linked above. Nowhere it suggests to change laws (the "legal approach" is essentially to get warrants that allow surprise approaches to the targets), nor
