The merchant/processor/issuer network with all the correct incentives is (nearly) impossible to replicate. Visa and Mastercard work more or less, perfectly. The only entities that need/want "instant, non-recourse payment

How is that better than a card payment? Cards are accepted by far more merchants, have dispute rights, are inexpensive (in Europe) to process, supported by Apple & Google Pay, superior checkout experience, etc.

The only reasonable argument I can think of is that the fantastic wealth accumulated at the top was substantially driven by the $37 trillion of debt the USA finds itself in. And it needs to be clawed back somehow.

I much prefer Python but am not really seeing any point to doing anything other than JavaScript for web projects at this point. I also do not see much reason to do more than emit JSON on the server side.
