If it's a carrier sold device then it's probably fine. The carriers are blocking overseas import devices that don't support VoLTE even if the device can't even make calls at all.

Leaving them as comments doesn't report them to Youtube, and the video's creator (if they're perpetuating a scam) will delete them. Use the Report feature. That goes to Youtube.
