Spectrum that can penetrate walls/homes is very scarce so that won't happen. It appears these sats will be for lasercom and home internet (requiring a dish/antenna).

I don't think this is onstar. It's a third party device attached to the ignition. Ignition interlocks have been around for a long time -- though not tied to gps device as they are now.

Speaking generally, it one big factor is mitigating risk. Doing so does two nice things: (1) Allows you to go after really big ideas, using your own money makes you more conservative and (2) prevents personal disaster.
