That's what I was thinking, having used RDF a bit. I liked that the article touched on some more intricate details, things like the timestamp when a fact was added, or disputed facts (well, tags ...). But obviously it gets complicated

Any browser. The article has no detail but I suspect that doing it all with a web stack, or even just PDF output with wkhtmltopdf (or a similar solution) would be much quicker than writing a PDF generator from scratch.

Just did that before the holidays, the only thing to add there is probably the firmware. I'm curious what other recommendations there are, but I found TMK ( https://github.com/tmk/tmk_keyboard ) to be pretty nice.

Just to say, we did this and it looks pretty good, most importantly though the templates including any JS if necessary makes this _very_ easy for designers to work with on their own. Downside is that the browser is pretty old.

Anecdotally it doesn't: had to use a time tracking program that used an Access database on a shared network folder and would frequently freeze up or crash due to locking issues (with around that many users). I imagine it could be done

Well for anecdotal evidence we've got two people with (multiple) vapers in our office and they totally use them at their desk. Only annoying bit is the permanent noise of using them. It seems less distracting overall to me than people
