Unity and Unreal are giant resource-hungry game engines. There are plenty of people making games who only need a fraction of what those two provide. Engines like Stride and Godot -- or any number of other smaller engines -- can be easier to

Unity is a giant download and very complicated. Something like DragonRuby, Renpy, Python Arcade, or LOVE2D are far smaller and suitable for many small games. Even Godot is significantly smaller and offers many of the features of Unity.

There's a huge international market of potential app users that tolerate ads but would never pay to purchase an app. Even in affluent areas, many people balk at a $0.99 app but are totally fine with ads. This, of course, is the entire
