There are many people who would call $2500 their two day rate. So, $10k+ doesn't seem that far fetched for a project of this complexity that delivers business value of some sort.

I think you're probably right. The biggest problem I see is storage if you hack something together. Not just raw storage, because that is an issue, but how fast you can clear the buffer and get the image to disk.
