The term "peer review" has gained usage relatively recently but the term "refereeing" has been in usage much longer. The practice itself, as noted in kobeya's comment, is 100's of years old.

A lot of apps accept the pull down gesture (not sure how to call it) as a refresh, e.g. mail apps. I suppose that might not work so well when your app shows a map, like uber. Replacing a button by a gesture is ok.

Not necessarily. He can first transfer whatever amount is still in the address controlled by that key to another address and then publish the private key of the address that now has a balance of zero. What's the problem with that?

This number (removed, as it seemed to cause problem in some browsers, sorry) fails the Fermat test for base 2 (i.e. 2^(p-1) is not 1 mod p). I can't believe it will pass Miller-Rabin. Edit: fails all bases up to 1000.
