Yes, Facebook tries to be everything to everyone. It kinda has to, more or less, for the sheer number of users. Nilay Patel recently argued that Facebook is the new AOL, it's the portal of the 2010s. I think that is an apt description.

I don't think the reason is relevant at all. Just because XY says there's probable cause doesn't make it so. That's why we have the judiciary system. Microsoft has no legal authority to make that call.
