It's not really possible to substantially improve either conhost or cmd due to backwards compatibility considerations. The risk of breaking something for someone is just too high.

Maybe it only works on the Windows Insider builds right now. Or it did not like your GPU. Hopefully it will also work on the Windows 10 LTSB builds when released.

Same here. Only difference is that I restarted the desktop Firefox and also enabled Shield studies to get the temporary fix. On the laptop I just upgraded to 66.0.4 and only then restarted it.
