Bad product design = conceptual debt. It's a nice way to be able to say the costs you incur from making bad design choices early on, that now need to be dealt with and can be fixed. But the concepts are not only in the product design,

Agree. Conceptual Debt is the domain of Product Managers, and they're the ones responsible for preventing it and fixing it.

My guess is that this is because Python is the language of choice for most academic institutions when teaching dynamically typed languages (which is something that is likely part of most Computer Science curriculums)
