As I understand it relicensing in many open source projects can be a very complicated matter, since in some cases it requires getting permission from all past contributors (Which could number in the hundreds)

Give me an example of where C is allowed to optimize your data layout and/or locality. Afaik it is incredibly restrictive in this sense, because of how well defined it is. The less things it gives as guarantees with regards to layout t

I didn't know there was an asm.js backend for rust. I do know there are emscripten and llvm backends for webassembly.

I don't think a critical section is necessarily related to parallelism, but concurrency (As shown in other examples in this thread). If you google for "critical section", the first link (Wikipedia) begins "In concurrent
