CAPTCHAs are ultimately already completely broken - they don't really slow anyone down except ordinary users, because spammers are using human labour to solve CAPTCHAs at the rate of one or two dollars per thousand solved.

The speed at which you would be sued would knock your socks off so hard that they would travel around the world and hit you in the back of the head just as you're putting on new socks to replace the socks that got knocked off.
