Most authenticator apps use TOTP or HOTP algorithms to generate tokens against a shared secret. Look up these algorithms to see more.

This is a solution to problem that does not exists. In database heavy apps the latency is the least of the concern. unless that architecture is not optimal in some cases to meet compliance.

I like flutter. My biggest fear is that one morning I will wake up reading that google has killed it. The community is so slim that it will not sustain on its own.

IMO That's opposite of what I understand. The selling point of Oauth2 is SAML works great on web (mobile browsers included) but not so on apps.
